Abstract
• Problem: The final disposal of solid waste (SW) is one of the biggest challenges in Mexico, where 47% of it still reaches uncontrolled sites (SNC). Efforts have been made to eliminate them, but the fact that they are cleaned up and closed does not guarantee their negative impact.
• Objective: Show the problems of the SNC, the “Socavón” of Metepec, its closure and the areas of opportunity in its current state.
• Methodology: Documentary and historical satellite research was carried out on the “Socavón” as SNC and closed. Section 9 of NOM-083-SEMARNAT-2003 was evaluated and estimates of distances and growth of urbanization were made. According to the information collected, areas of opportunity for their reintegration were detected.
• Results and Discussion: It began activities in the 70's as SNC. In 2003 it had 5.0ha and received 800tSW/day from eight municipalities. In 2007 it contained 5,940,000t and because it was a source of infection, with outbreaks of fire and bad odors, it was closed at a cost of $11 million pesos. The urban area doubled from 2003 to 2023 in a radius of 800 m and this SDF complies with 70% of paragraph 9 of NOM-083-SEMARNAT-2003, so its reintegration is required to be addressed and implemented to minimize its impacts in favor of health, the environment and added value.
• Conclusions: The main area of opportunity detected is the reintegration as a “Sustainable Recreational Park” in accordance with land use, for the social, environmental, and economic use and benefit of Metepec.
Resumen
• Problemática: La disposición final de los residuos sólidos (RS) es uno de los mayores retos de México, donde el 47% de éstos todavía llega a sitios no controlados (SNC). Se han realizado esfuerzos por eliminarlos, pero el que sean saneados y clausurados, no garantiza su impacto negativo.
• Objetivo(s): Mostrar la problemática del SNC el “Socavón” de Metepec, su clausura y las áreas de oportunidad de su estado actual.
• Metodología: Se realizó investigación documental y satelital histórica sobre el “Socavón” como SNC y clausurado. Se evaluó el numeral 9 de la NOM-083-SEMARNAT-2003 y se realizaron estimaciones de distancias y crecimiento de la urbanización. Conforme a la información recopilada, se detectaron áreas de oportunidad para su reinserción.
• Resultados y discusión: Inició actividades en los 70´s como SNC. En 2003 contaba con 5.0ha y recibía 800tRS/día de ocho municipios. En 2007 contenía 5,940,000t y debido a que era un foco de infección, con conatos de incendio y malos olores, fue clausurado con un costo de $ 11 millones de pesos. El área urbana se duplicó de 2003 a 2023 en un radio de 800 m y este SDF cumple al 70% el numeral 9 de la NOM-083-SEMARNAT-2003, por lo que se requiere atender e implementar su reinserción para minimizar sus impactos en pro de la salud, el ambiente y la plusvalía.
• Conclusiones: El área de oportunidad principal detectada es la reinserción como “Parque Recreativo Sostenible” conforme al uso de suelo, para el aprovechamiento y beneficio social, ambiental y económico de Metepec.
