Líneas estratégicas para el fortalecimiento de la cooperación sobre seguridad alimentario-nutricional entre Cuba y América Latina y el Caribe

Resumen

En Cuba, los esfuerzos por lograr mayores avances en materia de seguridad alimentario-nutricional son prioridad de su política económico-social. Sin embargo, los problemas que persisten agravados por la aparición de la pandemia de la COVID-19, expresan la necesidad de abordar el tema con un enfoque más integral que armonice sinérgicamente sus dimensiones. Para dicho propósito, es fundamental el fortalecimiento de la cooperación sur-sur principalmente con Latinoamérica y el Caribe por las alianzas estratégicas que promueve. En este sentido, proponer líneas estratégicas para su fortalecimiento a partir de la identificación de oportunidades de cooperación, constituye el objetivo del trabajo desarrollado mediante métodos teóricos analítico-sintético e histórico-lógico, así como el método empírico a través del análisis documental y el análisis de red de actores con el software UNICET y NETDRAW 6.0. Se concluye que los acuerdos de cooperación vigentes favorecen el trabajo mancomunado, considerando los países con mayores logros, aunque es indispensable diversificar su tipología al estar concentrada en el comercio. La región puede aprovechar sus potencialidades desde una perspectiva integral y multidisciplinaria al proponer líneas estratégicas hacia donde se considera el país debe direccionar las acciones de cooperación en cuanto a SAN que permita contribuir al logro de los objetivos en materia de seguridad alimentario-nutricional.

Abstract

In Cuba, the efforts to achieve bigger advances as regards alimentary-nutritional security are priority of their socio-economic politics. However, the problems that persist increased by the appearance of the pandemic of COVID-19, express the necessity to approach the topic with a more integral focus that harmonizes synergistically their dimensions. For this purpose, it is fundamental to strength of the cooperation south-south mainly with Latin America and Caribbean for the strategic alliances that it promotes. In this sense, to propose strategic lines for them reinforce starting from the identification of cooperation opportunities constitutes the general objective of the work developed by means of the methods theoretical analysis and synthesis and historical-logical, as well as the empiric method through the documental analysis and the analysis of actors' net with the software UNICET and NETDRAW 6.0. Finally, it is concluding that the effective cooperation agreements favor the joint work, considering the countries with more achievements, although it is indispensable to diversify their typology when being concentrated on the trade. The region can take advantage of its potentialities from an integral and multidisciplinary perspective when proposing strategic lines toward where it is considered the country it should address the cooperation actions as for SAN that allows to contribute to the achievement of the objectives as regards alimentary-nutritional security.
