In Cuba, since 2005, the National Defense Council, for the preparation, organization and planning of the country for disaster situations, has made the Ministry of Science, Technology and Environment (CITMA) responsible for carrying out studies on hazard, vulnerability and risk, as well as the environmental impact of disaster situations, For this purpose, guidelines were prepared with a methodological normative character, based on the proposed objective or scope, to guide the procedure, the content and the most significant aspects for its preparation, applicable to the scale of the territory, but they do not include studies on road works. This Guide provides guidance to specialists, investors, planners, and other competent entities for the preparation of hazard, vulnerability and risk studies for disaster situations in road works, to enable decision-makers to make the right decisions. The risk management, prevention and attention to disasters that this research aims to promote, is oriented towards ensuring sustainable development by strengthening the resilience of roads to the effects caused by natural or anthropogenic phenomena.
