THE PATHWAYS TO COMPREHENSIVE SECURITY PROTECTION IN BRAZIL

Abstract

With this article, we intend to carry out a critical analysis of the Brazilian social protection system, comprised of the three areas that form social security, namely health, social security and social assistance. We understand that, although the 1988 Constitution sought an integrated and systematic vision of these three areas, in the practice of the public policies they express, we fear a visible dissociation between the three areas, to the notable detriment of the most vulnerable populations who are those most in need. of these policies.

Resumen

Con este artículo, pretendemos realizar un análisis crítico del sistema de protección social brasileño, que abarca las tres áreas que conforman la seguridad social, es decir, la salud, la previsión y la asistencia social. Entendemos que, aunque la Constitución de 1988 haya buscado una visión integrada y sistemática de estas tres áreas, en la práctica de las políticas públicas que representan, observamos una clara disociación entre las tres áreas, en detrimento evidente de las poblaciones más vulnerables, que son las que más necesitan estas políticas.
