Abstract
The present investigation was carried out at the Provincial Center of Hygiene and Epidemiology, of Villa Clara, subordinate to the Villa Clara Provincial Health Directorate. The same is paid to Project PT223VC008-002 Contributions to the improvement of tax and budget management at a territorial and local level in Villa Clara. A tool is proposed that allows evaluating in terms of management, resource control and quality the Health Program “Surveillance and Control of Aedes aegypti and albopictus in Villa Clara” from the processes carried out for the control of Aedes Aegypti at the primary health care or polyclinic level. To achieve this objective, it was necessary to update the bibliography, consult experts and analyze documents. The main current binding regulatory resolutions of the Comptroller General of the Republic and those related to the Ministry of Public Health were taken into account. The analytical-synthetic, historical-logical and inductive-deductive methods were used, as well as document analysis, cross-sectional observational study and survey in institutions in the health sector. The tool was put into practice in three healthcare units in the province. The study carried out made it possible to identify failures that make it difficult to carry out the activities of the vector department with rigor, control and technical quality, which is why they demand that they be managed immediately.
Resumen
La presente investigación se realizó en el Centro Provincial de Higiene y Epidemiologia, de Villa Clara, subordinado a la Dirección Provincial de Salud Villa Clara. La misma tributa al Proyecto PT223VC008-002 Contribuciones al perfeccionamiento de la gestión tributaria y presupuestaria a escala territorial y local en Villa Clara. Se propone una herramienta que permite evaluar en términos de gestión, control de recursos y calidad el Programa de la Salud “Vigilancia y Control de Aedes aegypti en Villa Clara” desde los procesos que realizan para el control del Aedes Aegypti en el nivel primario de atención de salud o policlínico. Para alcanzar este objetivo fue necesario actualizar la bibliografía, realizar consultas a expertos y el análisis de documentos. Se tuvo en cuenta las principales resoluciones normativas vigentes de carácter vinculante de la Contraloría General de la República y las relacionadas con el Ministerio de la Salud Pública. Fueron utilizados los métodos, analítico-sintético, histórico-lógico y el inductivo-deductivo, así como análisis de documentos estudio observacional transversal y encuesta en instituciones del sector de la salud. La herramienta fue puesta en práctica en tres unidades asistenciales de la provincia. El estudio realizado permitió identificar fallas que dificultan la realización de las actividades del departamento de vectores con rigor, control y calidad técnica, por lo que demandan que las mismas se gestionen de inmediato.
