Abstract
The updating of the Cuban economic and social model conceives the active participation of the private sector in collaboration with the state sector, based on development. Likewise, the National Plan for Economic and Social Development in Cuba (PNDES) requires the coordinated participation of all economic actors. The entity is needed that coordinates and leads the economic subjects or actors and institutions of the territories in their orientation towards development. The local government (provincial/municipal) is the actor designated to promote economic-social expansion, based on the Local Development Strategy (LDS) of each territory. An added economic problem is that of the allocation of the scarce financial resources available to develop local economies and the effective and efficient allocation of these, which makes the analysis more complex.
Self-employment (TCP) is the economic subject studied for its notable participation in local Cuban economies, in the evolution and training of other non-state actors such as the so-called MiPymes and for its significant socio-economic and historical evolution, among others.
The investigative establishing the model and procedure for the improvement of management in the government of Villa Clara, during the process of granting financing to the TCP for local development. It is implemented in the province of Villa Clara and contributes, through hybrid or integrated analysis in the Global Resulting Index (GRI) of the aspects or components considered, to offering the tool to local governments to make decisions effectively.
Resumen
La actualización del modelo económico y social cubano concibe la participación activa del sector privado en colaboración con el estatal, en función del desarrollo. Asimismo, el Plan Nacional de Desarrollo Económico y Social en Cuba (PNDES) precisa la participación coordinada de todos los actores económicos. Se necesita el ente que coordine y conduzca a los sujetos o actores económicos e instituciones de los territorios en su orientación al desarrollo. Es el gobierno local (provincial/municipal) el actor designado para que, basado en la Estrategia de Desarrollo Local (EDL) de cada territorio, fomente la expansión económico-social. Un problema económico añadido es el de la asignación de los escasos recursos financieros con que cuentan para desarrollarse las economías locales y de la asignación eficaz y eficiente de éstos, lo que complejiza el análisis.
El Trabajo por Cuenta Propia (TCP) es el sujeto económico estudiado por su notable participación en las economías locales cubanas, en la evolución y formación de otros actores no estatales como las denominadas MiPymes y por su significativa evolución socio-económica e histórica, entre otros.
La investigación permite establecer el modelo y procedimiento para el perfeccionamiento de la gestión en el gobierno de Villa Clara, durante el proceso de otorgamiento del financiamiento al TCP para el desarrollo local. Se implementa en la provincia de Villa Clara y contribuye, mediante el análisis híbrido o integrado en el Índice Global Resultante (IGR) de los aspectos o componentes considerados, a ofrecer la herramienta a los gobiernos locales para tomar decisiones con eficacia.
