Abstract
Accessibility and mobility as functional expressions of the operation of the urban road system in historic Cuban centers, currently lacks an integrative approach that takes into account the incidence of the behavior of the characteristic parameters of the operation of the components of the road system, on safety. and circulation comfort provided to users. The comprehensive analysis of accessibility and mobility is presented from the conceptualization of the roads of Cuban heritage areas through a holistic approach to the components of the urban road system. Among the materials and methods used are the bibliographic review and methods for the diagnosis and processing of information from Traffic Engineering studies that allow characterizing the operation of roads in urban environments of Cuban heritage cities. The application of this analysis in the historic center of the city of Matanzas, allowed to conclude that the road capacity is affected due to the presence of vehicles parked in one of the traffic lanes; the road infrastructure does not have the conditions to meet the traffic demand; the coexistence between vehicular and pedestrian flows conditions the generation of conflict points in which the probability of the occurrence of traffic accidents is enhanced, which has a negative impact on the mobility of pedestrians and drivers.
Resumen
La accesibilidad y movilidad como expresiones funcionales del funcionamiento del sistema vial urbano en centros históricos cubanos, carece en la actualidad de un enfoque integrador que tenga en cuenta la incidencia del comportamiento de los parámetros característicos del funcionamiento de los componentes del sistema vial, en la seguridad y confort de circulación brindado a los usuarios. Se presenta el análisis integral de accesibilidad y movilidad a partir de la conceptualización de la vialidad de zonas patrimoniales cubanas mediante un enfoque holístico de los componentes del sistema vial urbano. Entre los materiales y métodos empleados se encuentran la revisión bibliográfica y métodos para el diagnóstico y procesamiento de información provenientes de estudios de Ingeniería de Tránsito que permiten caracterizar el funcionamiento de la vialidad en entornos urbanos de ciudades patrimoniales cubanas. La aplicación de dicho análisis en el centro histórico de la ciudad de Matanzas, permitió concluir que la capacidad vial se encuentra afectada debido a la presencia de vehículos estacionados en uno de los carriles de circulación; la infraestructura vial no posee las condiciones para solventar la demanda de tráfico; la coexistencia entre flujos vehiculares y peatonales condiciona la generación de puntos de conflicto en los que se potencia la probabilidad de ocurrencia de accidentes de tránsito, lo cual impacta de forma negativa en la movilidad de peatones y conductores.
