DETERMINANTS OF FOOD-NUTRITIONAL VULNERABILITY FOR THE DESIGN OF PUBLIC POLICIES IN SANTA CLARA, CUBA

In Cuba, the COVID-19 pandemic highlighted the need to achieve greater advances in
food and nutrition security with a comprehensive approach that goes beyond production
aspects. In this sense, the identification and analysis of areas with food-nutritional
vulnerability is very useful for an effective management of sovereign, innovative and
sustainable local food systems. The objective of the work is to determine the degree of
food-nutritional vulnerability in the Santa Clara from the analysis of risk factors related
to the physical-social conditions of life of the population, to establish its geographical
distribution and incidence. The results transmit scientific and technical information to
conceive and evaluate strategies and programs around the most specific problems in the
municipality. It is based on the perspective of dialectical materialism and several of the
inherent methods such as the logical and historical and the analytical-synthetic. The
Vulnerability Analysis and Mapping (VAM) was also used. The degree of vulnerability
determined for the city is medium and risk factors for biological use are fundamentally
involved

En Cuba, la pandemia de COVID-19 puso en evidencia la necesidad de lograr mayores
avances en materia de seguridad alimentario-nutricional con un enfoque integral que
sobrepase los aspectos de la producción. En este sentido, la identificación y análisis de
zonas con vulnerabilidad alimentario-nutricional resulta de gran utilidad para una gestión
más efectiva de sistemas alimentarios locales soberanos, innovadores y sostenibles. Es
objetivo del trabajo, determinar el grado de vulnerabilidad alimentario-nutricional en
Santa Clara a partir del análisis de factores de riesgo relacionados con las condiciones
físico-sociales de vida de la población, para establecer su distribución geográfica e
incidencia. Los resultados transmiten información científica y técnica para diseñar y
evaluar estrategias y programas en torno a los problemas más concretos en el municipio.
El estudio se basa en la perspectiva del materialismo dialéctico y varios de los métodos
consustanciales como lo lógico e histórico y el analítico-sintético. También fue utilizada
la metodología del Análisis y Mapeo de la Vulnerabilidad (VAM). El grado de
vulnerabilidad determinado para la ciudad es medio e inciden fundamentalmente factores
de riesgo del uso biológico.
