Simposio Internacional “Desarrollo Humano, Equidad y Justicia Social"
This research delves into the path of studying public policies in the Cuban scenario. The problem arises fundamentally from the need to adjust the theoretical-methodological
framework of public policies to the practical terrain of Cuba. From the historicallogical
characterization and the pertinent needs, the theoretical construct of public
policies is described. The theoretical analytical-theoretical method is also used to
analyze in detail the references related to the subject in the Cuban context, facilitating
reaching conclusions and recommendations in this regard. Documentary research as
the main method of inquiry allows the analysis, evaluation and definition of the subject,
identifying contextual needs for the course of effective public policies. The support of
public policies, enunciated by the organisms and public administrations in Cuba, is a
vital need for today's technological society. The information and knowledge society has
reached us and its impact is evident in all spheres, to which the response of public
institutions must be inherent according to their political and social functions and
objectives. Municipal government articulation is imposed for the sake of social
development of the Cuban nation.
La presente investigación ahonda en el camino del estudio sobre las políticas públicas en el escenario cubano. La problemática surge fundamentalmente por la necesidad de ajustar el marco teórico-metodológico de las políticas públicas al terreno práctico de Cuba. A partir de la caracterización histórico-lógica y las necesidades pertinentes, se describe el constructo teórico de políticas públicas. También es empleado el método teórico analítico-teórico para analizar detalladamente los referentes relacionados con el tema en el contexto cubano, facilitando arribar a conclusiones y recomendaciones al respecto. La investigación documental como método principal de indagación permite el análisis, evaluación y definición del tema, identificando necesidades contextuales para el curso de políticas públicas eficaces. El respaldo de las políticas públicas,por los organismos y administraciones públicas en Cuba es una necesidad vital para la
sociedad tecnológica actual. La sociedad de la información y el conocimiento nos ha
alcanzado y su impacto es evidente en todas las esferas, a lo cual la respuesta de las
instituciones públicas tiene que ser inherentes de acuerdo a sus funciones y objetivos
políticos y sociales. Se impone la articulación gubernamental municipal en aras del
