Reflections of Rural Habitat Management in the municipality

Local development constitutes a basic objective to achieve the self-sufficiency of the municipalities, were the municipal administration is fundamental. Even more important is to understand how it works the urban environment and the rural one, to answer different interests according to the necessities of their population.
The rural environment inside the municipality requires a different attention in its administration for its specificities. This investigation proposes new perspectives for the rural territory management, contributing to the complex task of planning, order and develop these areas in the municipality. Historical-logical and analytic-synthetic methods were used as documental analysis, synthesis of bibliographical information and systematizing of the information scientific-technician, going from the induction to the deduction and the general to the particular aspects.
The research show that the administration of the rural environment is complex to municipal scale, where it is necessary to apprehend new perspectives and working ways of the institutional and local actors. It is required change the performance ways, make new alliances among the immersed parts in the administration process and assimilate new concepts that support the above.
The rural administration in the municipality constitutes a challenge. It is necessary to incorporate new approaches and performance forms of their main actors, keeping in mind the active popular participation and the productive economic importance of these rural areas for the local development.

El desarrollo local constituye un objetivo básico para lograr la autosuficiencia de los municipios y, dentro de esta labor, la gestión municipal es fundamental. Aún más importante resulta entender cómo funciona tanto el ámbito urbano como el rural, para dar respuesta a determinados intereses de acuerdo a las necesidades de sus habitantes.
El entorno rural dentro del municipio requiere de un enfoque diferente en su gestión por sus especificidades. Esta investigación propone nuevas perspectivas en cuanto a la gestión del territorio rural, de manera que constituya un aporte a la compleja tarea de planificar, ordenar y desarrollar estas zonas en el municipio. Se emplearon métodos históricos-lógicos y analíticos-sintéticos como análisis documental, síntesis de información bibliográfica y sistematización de la información científico-técnico, yendo de la inducción a la deducción y de lo general a lo particular.
Con el estudio se muestra que la gestión del entorno rural resulta compleja a escala municipal, donde es necesario aprehender nuevas perspectivas y formas de trabajo por parte de los actores institucionales y locales. Para ello se requiere cambiar los modos de actuación, realizar nuevas alianzas entre las partes inmersas en el proceso de gestión y asimilar nuevos conceptos que significan el sustento de todo lo anterior.
La gestión rural en el municipio constituye un reto. Es preciso incorporar nuevos criterios y formas de actuación por parte de sus principales actores, teniendo en cuenta la participación ciudadana y la importancia económica productiva de estas zonas rurales para el desarrollo local.
