In the framework of the V International Scientific Conference of the Central University 'Marta Abreu' of Las Villas (UCLV), to be held in Cayo Santa María, Cuba, from 20 to 24 October 2025, the Institute of History, Marxism and National Security and the Department of Philosophy of the Faculty of Social Sciences, attached to the aforementioned University, invite you to participate in the IV International Workshop on Public Policies; Citizen Participation and Democratic Praxis

The IV Workshop focuses on citizen participation as an essential element of public policies in general and in the construction of the Cuban socialist society in particular, where it has had a rich practice that must be analysed and historicised in a critical and proactive way, since socialism is a phenomenon of consciousness and not only of the production and reproduction of material goods and services. This requires the active role of people, of all citizens, as a transversal element in the process of co-management of society, which implies coordination, cooperation and consensus.

On the other hand, at the international level, it is becoming increasingly necessary to act by consensus in public management, as the economic, social and environmental crises make it necessary to re-legitimise public management through the co-responsibility of citizens and the innovation generated in local, municipal and territorial environments. It also seeks to counter the abandonment or the impossibility and the obstacles of national governments to create the necessary conditions for the development of the different territories with equity and social justice.  At the same time, it is increasingly necessary to recover and/or promote the participation of citizens in the processes of transformation, emancipation and disengagement of contemporary societies in the face of the advance of intolerance, violence and extremism in the international arena.

Therefore, the general objective of the workshop will be to To have a dialogue on the real processes of citizen participation, both in the construction of public policies of different purposes; as well as in the incidence of such participation in territorial and local development, assessing its possibilities, limitations and challenges. It will also address the implication of these and other processes in the development of contemporary democracy, especially in the revolutionary and progressive projects of different latitudes.
