The problem of EVs and their introduction in Cuba

Abstract

The Millennium Development Goals (MDGs), which were the United Nations (UN) working guide for the period 2000 - 2015, evolved in 2015 to the so-called 2030 Agenda for Sustainable Development whose objectives and goals seek to stimulate actions for the period 2015 - 2030 in critical areas for humanity and the planet. Sustainable development is a concept closely linked, among others, to advances


technologies that can be applied to produce and use energy in an efficient and environmentally friendly way in the different spheres of life. One of the great concerns of today's society is related to finding alternatives to reduce dependence on fossil fuels and their derivatives, in the different facets of production, transport, marketing and consumption of goods and services, which have contributed greatly to the climate change. In particular, in the area of ​​transport, the concept of sustainability has been going through improvements in the type of fuel to be used, during the 2000-2015 stage, to the massive introduction of electric vehicles (EVs) as a substitute for automotive transport internal combustion, particularly in cities or urban areas; From this point of view, the introduction of EVs is therefore closely linked to the sustainable development of cities. As reported by the UN, the percentage of people expected to live in cities by 2050 will be close to 66%, while the world population reaches almost 10 billion during the same period. It is evident that this entire population will require mobility and, if urban transport already causes a lot of pollution, the outlook for the future is almost catastrophic if the concept of transport based on fossil fuel is continued. From a global perspective, the initiative for the total electrification of public transport will contribute to the efforts being made in the direction of change in the energy matrix at the international level. Local public transport in cities offers the opportunity to introduce electric mobility with electric buses; Two of the main arguments put forward for the introduction of EVs in the private and individual transport sector 2 are broken when approaching the analysis of collective transport, since the driving profiles, ranges and characteristics of the route are well known and clear in the latter, as well as charging can be carried out in well-defined places, there being no need for a comprehensive public charging infrastructure. Within the above perspectives, it is good to ask: What are the challenges that arise in Cuba for the introduction of electric vehicles? What real prospects are there for its introduction? Where should the initial steps of this introduction be taken and what are the requirements that are established for them? With this inaugural conference we will try to give a vision on these topics, which will serve as a basis for the subsequent discussions that will be held on this topic in the framework of the workshop.

Resumen

Los Objetivos de Desarrollo del Milenio (ODM), que fueron guía de trabajo de las Naciones Unidas (ONU) para el período 2000 – 2015, evolucionaron en el año 2015 a la llamada Agenda 2030 de Desarrollo Sostenible cuyos objetivos y metas buscan estimular las acciones para el período 2015 – 2030 en áreas críticas para la humanidad y el planeta. El desarrollo sostenible es un concepto muy unido, entre otros, a los avances

tecnológicos que se puedan aplicar para producir y utilizar la energía en una forma eficiente y amigable con el medio ambiente en las diferentes esferas de la vida. Una de las grandes preocupaciones de la sociedad actual está relacionada con encontrar alternativas para disminuir la dependencia de los combustibles fósiles y sus derivados, en las diferentes facetas de producción, transporte, comercialización y consumo de bienes y servicios, que han contribuido en gran medida al cambio climático. En lo particular, en el área del transporte, el concepto de sostenibilidad ha ido pasando por mejoras en el tipo de combustible a utilizar, durante la etapa 2000-2015, a la introducción masiva de los vehículos eléctricos (VEs) como sustituto del trasporte automotor de combustión interna, en particular en las ciudades o áreas urbanas; desde este punto de vista, la introducción de los VEs está muy ligada, por tanto, al desarrollo sostenible de las ciudades. Según se reporta por la ONU, el porciento de personas que se prevé vivan en las ciudades para el 2050 estará cercano al 66%, a la vez que la población mundial alcance casi los 10 000 millones durante el mismo período. Es evidente que toda esta población requerirá movilidad y, si en la actualidad el transporte urbano ya provoca mucha contaminación, el panorama que se vislumbra en el futuro es casi catastrófico si se sigue bajo el concepto del transporte sobre la base del combustible fósil. Desde una perspectiva global, la iniciativa de electrificación total del transporte público contribuirá a los esfuerzos que se realizan en la dirección de cambio de la matriz energética a nivel internacional. El transporte público local en las ciudades ofrece la oportunidad de introducir la movilidad eléctrica con los autobuses eléctricos; dos de los argumentos principales que se esgrimen para la introducción de los VEs en el sector del transporte privado e individual 2 son rotos al abordar el análisis del transporte colectivo, ya que los perfiles de conducción, rangos y características de la ruta son bien conocidos y claros en estos últimos, así como se puede realizar la carga en lugares bien definidos, no existiendo necesidad de una infraestructura de carga pública integral. Dentro de las perspectivas anteriores, es bueno preguntarse: ¿Cuáles son los retos que se presentan en Cuba para la introducción de los vehículos eléctricos? ¿Qué perspectivas reales existen para su introducción? ¿Hacia dónde deben darse los pasos iniciales de esta introducción y cuáles son los requerimientos que se establecen para los mismos? Con esta conferencia inaugural trataremos de dar una visión sobre estos temas, que sirvan de base para las discusiones posteriores que se harán sobre este tema en el marco del taller.
