Analysis of the development strategy of the municipality of Placetas, Villa Clara

Abstract: Municipal development strategies in Cuba constitute a public policy tool of strategic importance and their design essentially contains the necessary articulation of governments at the municipal and provincial level, an aspect defined in the National Plan for Economic and Social Development up to the year 2030. The general objective of the research is to analyze compliance with the EDM of the municipality of Placetas at the end of the first half of 2023 based on the indicators defined therein, contributing to the making of corrective and timely decisions. Based on theoretical and empirical methods, procedures and techniques (abstract and concrete, analysis and synthesis, bibliographic review, standardized individual interview, semi-structured group interview and survey), the theoretical, methodological and practical foundations that intervene in the state of compliance are identified of the EDM. On this basis, an EDM compliance report is prepared for the municipality of Placetas based on the study carried out on the impact indicators of local projects, highlighting the practical-social usefulness of the research as a tool for government managers and the Municipal Directorates of Economy and Planning.

Resumen: Las estrategias de desarrollo municipal (EDM) en Cuba constituyen una herramienta de política pública de importancia estratégica, y su diseño contiene en esencia, la necesaria articulación de los gobiernos a nivel municipal y provincial, aspectos planteados en el Plan Nacional de Desarrollo Económico y Social hasta el año 2030. El objetivo general de la investigación es analizar el cumplimiento de la EDM del municipio de Placetas al cierre del primer semestre del año 2023 a partir de los indicadores definidos en la misma, contribuyendo a la toma de acciones correctivas y oportunas. A partir de métodos teóricos y empíricos, procedimientos y técnicas (abstracto y concreto, análisis y síntesis, revisión bibliográfica, entrevista individual estandarizada, entrevista grupal semiestructurada y encuesta), se identifican los fundamentos teóricos, metodológicos y prácticos que intervienen en el estado de cumplimiento de la EDM. Sobre esa base se elabora un informe de cumplimiento de la EDM para el municipio de Placetas a partir del estudio que se realiza de los indicadores de impacto de los proyectos locales, destacando la utilidad práctico-social de la investigación como herramienta para los directivos del gobierno y de las Direcciones Municipales de Economía y Planificación (MEP).
