Abstract
This article analyzes the historical evolution of the forms of citizen petition led by
Cuban youth from 1920 to 2020, seeking to identify continuities, ruptures and
resignifications in their forms of political expression. From a historical-critical
perspective, it analyzes key moments such as university student activism in the 1920s
and 1930s, the role of youth in the 1959 Revolution, the institutionalized character of
youth participation in the following decades, as well as the new forms of petition and
civic expression that emerged after the Special Period in Cuba. The study reveals that,
although political structures have conditioned the formal channels of participation,
youth have developed diverse strategies to exercise their citizenship, from the claim
within institutional frameworks to symbolic and digital forms of petition in recent
contexts. The research also highlights the need to understand the youth citizen petition
not only as an explicit demand to the State, but also as a dynamic form of political
interlocution, shaped by historical conditions, ideological frameworks and generational
languages. With an academic and formative purpose, the study seeks to contribute to
the understanding of youth political culture as a dynamic and historically situated
process, contributing to the historiographic debate on citizenship in Cuba, while
proposing a re-reading of the role of youth in the processes of socio-political
mobilization.
Resumen
El presente artículo analiza la evolución histórica de las formas de petición
ciudadana protagonizadas por la juventud cubana desde 1920 hasta el 2020, buscando
identificar continuidades, rupturas y resignificaciones en sus formas de expresión
política. A partir de una perspectiva histórico-crítica, se analizan momentos clave como
el activismo estudiantil universitario de los años veinte y treinta, el papel de la juventud
en la Revolución de 1959, el carácter institucionalizado de la participación juvenil en las
décadas siguientes, así como las nuevas modalidades de petición y expresión cívica
emergidas después del Período Especial en Cuba. El estudio revela que, aunque las
estructuras políticas han condicionado los cauces formales de participación, la juventud
ha desarrollado diversas estrategias para ejercer su ciudadanía, desde el reclamo dentro
de los marcos institucionales hasta formas simbólicas y digitales de petición en
contextos recientes. La investigación destaca, además, la necesidad de comprender la
petición ciudadana juvenil no solo como demanda explícita al Estado, sino como forma
dinámica de interlocución política, configurada por las condiciones históricas, los
marcos ideológicos y los lenguajes generacionales. Con una finalidad académica y
formativa, el estudio busca contribuir a la comprensión de la cultura política juvenil
como proceso dinámico y situado históricamente, aportando al debate historiográfico
sobre la ciudadanía en Cuba, al tiempo que propone una relectura del rol juvenil en los
procesos de movilización sociopolítica
