POLITICAL CRISIS AND PANDEMIC IN THE ANDEAN REGION 2019-2020

The years 2019-2020 have been characterized, in the Latin American political scene, by the closing of the cycle of progressive governments with popular support before traditional and neoliberal governments. The rise of the right, with strong adherence to the principles of neoliberalism and supported by national and transnational economic - financial pillars typify the current political context. In addition to the gap that emerges between the old and traditional national policies and the new ones, although ephemeral with dissimilar projections towards the State, the nation and the citizenry, they remain in question due to the increase in the social and economic effects of the global health crisis due to COVID-19, in Latin America and fundamentally in the Andean region.

This article aims to analyze the political, social and economic context of the Andean region in the face of the COVID-19 pandemic. By adopting the recommendations of the World Health Organization, the Pan American Health Organization, as well as other international and regional organizations to safeguard the lives of citizens. The sources used to carry out this project lie in government reports, regional and international health organizations, among others.

Los años 2019-2020 se han caracterizado, en el escenario político latinoamericano, por el cierre del ciclo de los gobiernos progresistas con respaldo popular ante gobiernos tradicionales y neoliberales. El ascenso de la derecha, con marcado apego a los principios del neoliberalismo y sustentados en los pilares económicos - financieros nacionales y transnacionales tipifican el contexto político actual. Además de la brecha que emerge entre las antiguas y tradicionales políticas nacionales y las nuevas, aunque efímeras con proyecciones disímiles hacia el Estado, la nación y la ciudadanía, quedan en cuestionamiento ante el incremento de los efectos sociales y económicos de la crisis sanitaria global por la COVID-19, en América Latina y fundamentalmente en la región andina.

El presente artículo se propone analizar el contexto político, social y económico de la región andina en el enfrentamiento a la pandemia de la COVID-19. Mediante la adopción de las recomendaciones de la Organización Mundial de la Salud, la Organización Panamericana de la Salud, así como otras organizaciones internacionales y regionales para salvaguardar la vida de la ciudadanía. Las fuentes empleadas para la realización del presente proyecto radican en informes de gobierno, de las organizaciones de salud regional e internacional, entre otras.
