The Territorial Ordering and Urbanism constitute essential elements and instruments of direction of the State, closely linked to the social, economic and environmental policy of the Revolution. In this study, an update of the Urban Planning is carried out through a Partial Plan to establish adaptation measures and constructive actions to all those homes that will not be affected in the short and medium terms in the town of Júcaro by the rise in sea level and meteorological events taking into account the concept of urban resilience and the adaptation measures taken by the State Plan to face Global Climate Change. First, an analysis of the terms and definitions related to Land Management and Urban Planning is carried out, as well as the instruments, strategies, objectives and the link with Physical Planning. The methods, diagnosis, objectives and scope of the Partial Plan with the adaptation measures were also analyzed. Finally, an analysis of the diagnosed problem is carried out and the proposal to update the Urban Planning is developed to establish solutions to the dwellings where it serves as a basis to identify the courses of action that contribute to the integration of the General Plan for Territorial and Urban Planning within the Habitat.
El Ordenamiento Territorial y el Urbanismo constituyen elementos esenciales e instrumentos de dirección del Estado, estrechamente vinculados a la política social, económica y ambiental de la Revolución. En este estudio se realiza una actualización del Ordenamiento Urbano mediante un Plan Parcial para establecer medidas de adaptación y acciones constructivas a todas aquellas viviendas que no se afectarán a corto y medianos plazos en el poblado de Júcaro por el aumento del nivel del mar y eventos meteorológicos teniendo en cuenta el concepto de resiliencia urbana y las medidas de adaptación que toma el Plan de Estado para enfrentar el Cambio Climático Global. Primeramente, se realiza un análisis de los términos y definiciones relacionado con el Ordenamiento Territorial y el Urbanismo, así como los instrumentos, estrategias, objetivos y el vínculo con la Planificación Física. También se analizaron los métodos, diagnóstico, objetivos y alcance del Plan Parcial con las medidas de adaptación. Por último, se realiza un análisis de la problemática diagnosticada y se desarrolla la propuesta de actualización del Ordenamiento Urbano para establecer soluciones a las viviendas donde sirve de base para identificar las vías de acción que contribuyan a la integración del Plan General de Ordenamiento Territorial y Urbano dentro del Hábitat.
